Then Form 1096 needs to sit on top of the stack. It is one page. Leave it out, fill it in wrong, or send it late, and the penalties on the returns it covers start at $60 each and climb from there.

Two things changed this year. The 1099 reporting threshold rose from $600 to $2,000, and the IRS is shutting down the old FIRE e-filing system. Both affect whether this form still lands on your desk. What is IRS Form 1096?

IRS Form 1096, officially the Annual Summary and Transmittal of U.S. Information Returns, is a one-page cover sheet you mail on top of paper information returns. It tells the IRS how many forms are in the envelope, the total dollars reported, and the total federal income tax withheld. It is used only for paper filing.

What Form 1096 reports:

  • Your business name, address, and contact details
  • Your EIN or SSN
  • The total number of forms you are sending
  • The total amount of payments reported
  • The total federal income tax withheld
  • The type of return you are transmitting (1099-NEC, 1099-MISC, and so on)

What is the difference between Form 1099 and Form 1096?

Form 1099 reports income. Form 1096 reports nothing new on its own; it summarizes and transmits the paper 1099s and similar returns you send to the IRS. A 1099 goes to both the IRS and the worker. A 1096 goes only to the IRS, and only when you file on paper.

Who needs to file Form 1096?

You need Form 1096 only when you submit certain information returns to the IRS on paper. If you e-file, you never touch it. What did change this year is the trigger for the 1099 underneath.

Section 70433 of the One Big Beautiful Bill Act raised the reporting threshold from $600 to $2,000 for payments made after December 31, 2025, and indexes it to inflation from 2027 onward.

Which threshold applies depends on when you paid, not when you file. Payments made during 2025 still follow the old $600 rule, so the returns you sent in early 2026 use $600 and the returns you send in early 2027 use $2,000. Paying someone $1,500 across 2026 now generates no 1099 at all, and no 1096 with it.

You need Form 1096 when mailing paper copies of:

  • 1099 series (NEC, MISC, INT, DIV, and others)
  • 1098 (mortgage and certain interest statements)
  • 1097 (bond tax credit)
  • 3921 and 3922 (stock option exercises and transfers)
  • 5498 (IRA contribution statements)
  • W-2G (gambling winnings)

In short, if a return sits on that list and it is leaving your office on paper, a Form 1096 goes on top of it.

You do NOT need Form 1096 if:

  • You file electronically through the IRS FIRE or IRIS system
  • You are required to e-file because you have 10 or more total information returns

Following the Taxpayer First Act, the IRS lowered the e-file threshold to 10 total information returns for filings due on or after January 1, 2024. That count aggregates across form types, which is the part most filers miss: five W-2s and five 1099-NECs put you over the line even though neither form on its own does.

What is changing with IRS e-filing in 2026 and 2027?

The IRS is retiring the Filing Information Returns Electronically (FIRE) system and moving everyone to the Information Returns Intake System, or IRIS. If you have ever chosen paper because your FIRE setup was already working, that choice is about to expire.

Four dates and details are worth putting in your calendar now:

  • November 19, 2026 at 3 p.m. ET is the last moment you can transmit anything through FIRE.
  • After January 1, 2027, IRIS is the only electronic filing system for information returns, covering current year, prior year, and corrections.
  • Tax year 2026 returns, the ones you file during the 2027 season, must go through IRIS.
  • Your FIRE Transmitter Control Code does not carry over. IRIS needs its own Application for TCC, and the IRS has already stopped issuing new FIRE codes.

None of this touches Form 1096 directly, because the form was never part of electronic filing in the first place. What it changes is your fallback. Apply for the IRIS code early, and treat paper plus a 1096 as an option only while you are genuinely under ten returns for the year.

How do you fill out Form 1096 correctly?

Form 1096 is short, but small errors cause processing delays and notices. Each Form 1096 covers only one type of information return, so prepare a separate one for every form type you mail. Here is the step-by-step:

Step 1: What filer information goes on Form 1096?

Enter your business name, street address, city, state, ZIP, and phone number. Match it exactly to what appears on your 1099s. If the name reads "ABC Corp" on the 1099s and "ABC Corporation" here, the IRS may flag a mismatch.

Step 2: What do you enter in Box 1 or Box 2 (EIN or SSN)?

Enter your EIN in Box 1, or your SSN in Box 2 if you have no EIN. Use one, not both. Your name and TIN must match the name and TIN used on your 94X-series returns, or you may be subject to information return penalties.

Step 3: How do you complete Box 3 (total number of forms)?

Enter how many completed returns you are sending. Do not include blank or voided forms or the Form 1096 itself, and count correctly completed forms rather than pages, so a single three-to-a-page sheet with two completed forms counts as two.

Step 4: What goes in Box 4 (federal income tax withheld)?

Add up any federal income tax withheld across the attached returns and enter the total. Most contractor payments have no withholding, so write "0" rather than leaving it empty.

Step 5: How do you fill in Box 5 (total amount reported)?

Add up the payment amounts from the attached forms, using the boxes the IRS instructions specify for each form type. No entry is required in Box 5 if you are filing Form 1098-T, 1099-A, or 1099-G.

Step 6: How do you mark Box 6 (type of form)?

Check the single box matching what you are transmitting. Only one. Two form types means two separate 1096 cover sheets.

Step 7: Do you check Box 7 (nonemployee compensation)?

This checkbox is largely outdated. Contractor pay now goes on 1099-NEC, so if you are transmitting 1099-NEC forms, leave Box 7 unchecked. Unless you are filing older 1099-MISC categories, it does not apply.

Step 8: How do you sign and date Form 1096?

Sign, date, and add your title. A payroll service or preparer can sign with proper authorization, but your business stays responsible for accuracy and timeliness; the signature does not transfer liability.

Get those eight boxes right and the form is done. Handwriting is allowed if you use legible block print, though typed entries are safer with a scanner. Keep copies of every return for at least four years.

Where can you get IRS Form 1096?

You cannot just print Form 1096 off a website and mail it. The official printed version of Form 1096 is scannable, but a copy printed from the website is not, and a penalty may apply for filing a Form 1096 that cannot be scanned. The IRS uses a special red-ink format that standard printers cannot reproduce.

  1. Order online from the IRS order information returns page, which mails you the forms and instructions free of charge
  2. Call the IRS at 1-800-829-3676 (1-800-TAX-FORM)
  3. Pick up approved versions from many office supply stores, or get them through your payroll or tax software provider

Any of those three routes gets you a compliant form. Allow about 15 business days for an IRS order to arrive, so place it well before January. You can view the PDF on IRS.gov to study the layout, and each tax year has its own version, so never reuse last year's blank.

When is Form 1096 due and what are the deadlines?

File Form 1096 in the calendar year after the year the income was paid, so 2026 payments are reported in 2027. If a due date lands on a Saturday, Sunday, or legal holiday, it moves to the next business day, and that shifts several dates in both of the next two seasons.

One detail catches paper filers out every year. Those March dates are the paper deadline. Electronic filers of the same forms get until March 31, and there is no equivalent extra time for a mailed return, so choosing the 1096 route costs you roughly a month of runway.

What are the penalties for late or incorrect Form 1096 filing?

Form 1096 itself is not penalized separately. The penalties land on the individual returns it transmits when those are late, incorrect, or unscannable, under IRC Section 6721. The amount per return scales with how late you are, and the schedule barely moves between the two upcoming seasons.

The math adds up quickly. Ten 1099-NEC forms filed after August 1 is $3,400. There is a ceiling, and it depends on your size. For returns due in 2027, a business averaging $5 million or less in annual gross receipts caps at $1,397,000 for the year, while larger filers cap at $4,191,500. Intentional disregard has no cap at all. Those figures come from Revenue Procedure 2025-32.

Where do you mail Form 1096?

Mail Form 1096 with the returns it covers to the IRS submission processing center for your state. The IRS routes paper information returns to one of three centers based on where your principal business, office, or legal residence is located.

Mail early, and use certified mail or a designated private delivery service so you can prove the date you filed. Addresses do change, so confirm against the current IRS where to file Form 1096 page before sealing the envelope.

What forms does Form 1096 cover?

Form 1096 transmits paper Forms 1097, 1098, 1099, 3921, 3922, 5498, and W-2G. Each form type travels with its own separate cover sheet, and these are the ones businesses hit most often.

Most common:

  • 1099-NEC for nonemployee compensation paid to contractors, at $2,000 or more for 2026 payments and $600 or more for 2025 payments
  • 1099-MISC for rent, royalties, prizes, and other miscellaneous income
  • 1099-INT for interest income of $10 or more

Also covered:

  • 1098 for mortgage interest statements
  • 5498 for IRA contribution statements
  • W-2G for gambling winnings
  • 3921 for incentive stock option exercises
  • 3922 for employee stock purchase plan transfers
  • 1097 for bond tax credit

One firm rule ties this section together: file one Form 1096 per form type. Group the forms by form number and transmit each group with a separate Form 1096.

Sort your stack by form number before you fill in a single box. It takes two minutes and it removes the single most common cause of a rejected paper submission.

How do you correct errors on Form 1096?

If you find an error after filing, act quickly. You correct the underlying return first, then send a fresh 1096 to transmit the correction. How you do it depends on whether the mistake is in the dollar amounts or in the payee identity.

Type 1 errors (wrong amount, code, or checkbox):

  1. File a corrected return with the "CORRECTED" box checked
  2. Send a new Form 1096 transmitting only the corrected returns

That covers the money. Identity errors are messier, because they take two returns instead of one:

  1. File a return with zeroed-out amounts and "CORRECTED" checked
  2. File a second return with the correct information and "CORRECTED" left unchecked
  3. Send a new Form 1096 noting it is filed to correct the TIN

Correcting the Form 1096 itself: you cannot mark a 1096 as corrected, since it has no "CORRECTED" box. Instead, complete a new, accurate Form 1096, submit it with the corrected Copy A returns, and write "Filed to correct return" in the margin. Originals and corrections of the same type of return can be submitted using one Form 1096.

What mistakes should you avoid when filing Form 1096?

Two mistakes account for most rejections: mixing form types on a single 1096, and totals that do not match the returns attached. Both are avoidable in a five-minute check before you seal the envelope.

A quick pre-mail checklist:

  • One 1096 per form type, never mixed
  • Box 3 count matches the actual number of completed returns
  • Box 4 and Box 5 totals reconcile to the attached forms
  • Correct tax year and matching filer name and TIN
  • Official red-ink scannable form, not a printout
  • Copies kept for at least four years

Can you file an extension for Form 1096?

Yes, but it is not automatic. You can request a 30-day extension using Form 8809, Application for Extension of Time to File Information Returns. Requests are not automatically approved, and when granted the extension gives you a maximum of 30 days from the original due date.

File Form 8809 by the original deadline. An extension to file with the IRS does not extend the separate deadline for furnishing statements to recipients, so do not assume one covers the other.
